Is Stem Cell Therapy Legal in Ukraine in 2026?
Stem cell clinics can’t LEGALLY offer commercial stem cell treatments for anything other than hematopoietic stem cell transplantation for blood cancers according to the Cabinet ministers of Ukraine Resolution.
Specifically it states in Clause 10 (english translation):
“10. Clinical use of products and/or preparations of umbilical cord blood, other human tissues and cells is carried out on the basis of approved forms and methods (standards, clinical protocols, methodological recommendations, patents).”
The only current approval is for hematopoietic stem cell transplantation for blood cancers
In simple terms, clinics can only offer Stem Cell Treatments for other conditions if a specific protocol has been approved. Outside of blood cancers, none have been approved.
Many clinics in Ukraine display licenses showing they are authorized as medical facilities or stem cell banks.
However, these licenses only allow them to operate, process, or store cells. They do not mean the clinic is legally permitted to provide stem cell treatments for any condition, nor do they mean the government has verified or approved the treatment protocols being offered.

Do Stem Cell Therapy clinics in Ukraine use Fetal Cells?
Yes, some Stem Cell Therapy clinics in Ukraine advertise treatments using fetal cells.
These are cells derived from aborted fetuses, usually at 6 to 12 weeks of development.
They’re not to be confused with embryonic stem cells which come from very early stage embryos.
Unlike mesenchymal stem cells, which are adult stem cells mostly limited to forming bone, cartilage, and fat, fetal cells are less mature and can turn into a wider variety of cell types.
However, under Ukrainian law, there are no approved clinical protocols for fetal cell use. So offering such treatments is not legally permitted even if a clinic holds general medical or cell banking licenses.
