Is Stem Cell Therapy Legal in Mexico in 2025?

Not for normal treatments, the only Stem Cell treatment that is officially legal is Autologous or allogeneic hematopoietic treatments for blood and immune disorders.

No other treatments have been authorized by COFEPRIS.

In August 2025 in an article published by Realidid7, Julieta Rojo Medina, director General of the National Center for Blood Transfer clarified that the use of stem cells from the umbilical cord is approved only for the treatment of children with hematological diseases; in adults with these conditions, the cells are obtained through apheresis.

He also mentioned:

Mexico is working on developing a regulatory framework for the use of stem cells in order to prevent misleading and false advertising that offers cures for all types of diseases.

Which means there COULD be certain treatments that will be legalized once these new frameworks are in place.

Who regulates Stem Cell treatments in Mexico

The Ministry of Health (Secretaría de Salud), through its regulatory agency COFEPRIS (Federal Commission for Protection against Sanitary Risks), controls all activities involving stem cells, according to Mexico’s General Health Law 

COFEPRIS’ official stance is that the application of stem cells is still under study to demonstrate safety and efficacy.

Are there Government or COFEPRIS Approved Stem Cell Clinics in Mexico?

No, there is no government or COFEPRIS approved stem cell clinics in Mexico. At best, the facility MAY hold a sanitary license which means they can handle Stem cells, but not to offer treatments.

Now, we’re not telling anyone NOT to go to Mexico, most people are aware that in a lot of countries apart from Japan & South Korea, authorization for Stem Cell treatments are slim. 

But be aware of clinics that claim they are “government or COFEPRIS” approved because they’re not. Make sure you’re going to clinics that are working with GMP or ISO accredited labs and they’re not promising super cures for everything. 

Maybe even ask the clinic. If they’re open about the fact it’s not approved but they believe in the treatment, they’re already being more honest than others so they may be a good bet.

And be aware there’s no regulations in place and enforcement from the government on clinics is slim.

Is it Safe to go to Tijuana, Cancun or anywhere in Mexico for Stem Cell Therapy?

It’s as safe or risky as going to countries like India, Serbia & Thailand. There’s no regulation or checks in Mexico, it’s difficult to know if you’re actually getting Stem Cells or something else. This is where it gets dangerous, if you don’t know what’s being put into your body, this is how it gets risky.

But if you do manage to find an honest, good clinic, costs in Mexico are some of the cheapest you’ll find in the world. If you’re coming from the US or Canada, it’s one of the closest locations for you too.

And the clinics here do offer cultured, umbilical cord derived MSC treatments, which is what a lot of people are after.

– Legal Situation: Colombia’s legal stance on Stem Cell Therapy is similar to Mexico’s. Similar to Mexico, there are tons of clinics who are still offering Stem Cell treatment too.

– Costs: Costs aren’t too dissimilar between these countries, but Mexico is slightly cheaper.

– Treatments available: Both offer the same treatments. High dosage, umbilical cord derived MSC treatments for a variety of conditions.

Japan FlagJapan

-Legal Situation: Stem Cell Therapy is legally approved in Japan, they have some of the most advanced regulations when it comes to Stem Cell Treatments

– Costs: Japan is slightly more expensive in most cases than Mexico.

– Treatments available: Japan only uses autologous adipose derived stem cells. So stem cells taken from your own fat. Yes, they do offer high dosage treatments, but you will either need to stay here for 6 weeks or make two trips.

South Korea FlagSouth Korea

– Legal Situation: in 2025, South Korea amended its regenerative medicine laws. Stem cell Therapy is legal in South Korea & they are allowed to offer experimental treatments

– Costs: South Korea is slightly more expensive than Mexico.

– Treatments available: South Korea only uses autologous adipose derived stem cells. So stem cells taken from your own fat. Yes, they do offer high dosage treatments, but you will either need to stay here for 6 weeks or make two trips.

Thailand FlagThailand

– Costs: Costs are pretty similar here. In fact, Thailand may be cheaper in some instances!

– Treatments available: Both offer the same treatments. High dosage, umbilical cord derived MSC treatments for a variety of conditions.
