Is Stem Cell Therapy Legal in Mexico in 2026?

The only Stem Cell treatment that is officially legal is Autologous or allogeneic hematopoietic treatments for blood and immune disorders according to the National Center for Blood Transfusion (CNTS) and the Federal Commission for the Protection against Sanitary Risks (COFEPRIS).

  • COFEPRIS has explicitly stated in official health alerts that it has not authorized any clinical protocols or permits for general regenerative stem cell therapies, including those marketed for anti-aging or chronic-degenerative diseases 
  • As clarified by Dr. Julieta Rojo Medina, in an article published by Realidid7, the director General of the National Center for Blood Transfer clarified that the use of stem cells from the umbilical cord is approved only for the treatment of children with hematological diseases; in adults with these conditions, the cells are obtained through apheresis .

She also mentioned:

Mexico is working on developing a regulatory framework for the use of stem cells in order to prevent misleading and false advertising that offers cures for all types of diseases.

Which means there COULD be certain treatments that will be legalized once these new frameworks are in place.

Who regulates Stem Cell treatments in Mexico

The Ministry of Health (Secretaría de Salud), through its regulatory agency COFEPRIS (Federal Commission for Protection against Sanitary Risks), controls all activities involving stem cells, according to Mexico’s General Health Law 

COFEPRIS’ official stance is that the application of stem cells is still under study to demonstrate safety and efficacy.

Are there Government or COFEPRIS Approved Stem Cell Clinics in Mexico?

No, there are no government or COFEPRIS-approved stem cell clinics in Mexico that can legally perform treatments outside of HSCT for severe blood and immune disorders.

A clinic might show you an official health license that proves they are allowed to handle stem cells.

This is not for commercial stem cell treatments for things like anti-aging, joint pain, or general wellness. And even if they show you a Cofepris license, it may not be true.

Javier Chavez, an ex research assistant at UC San Diego. conducted a study on stem cell clinics in Tijuana with his colleagues and published it in the Stem Cell research & Therapy journal They found that in Tijuana:

  • out of 13 clinics that explicitly claimed to be COFEPRIS licensed or approved, only 1 clinic accurately matched the official government database for both its business name and address.
  • – –
  • The rest either had completely fabricated claims or were using basic storage permits to falsely imply they were authorized to treat patients.

Now, we’re not telling anyone NOT to go to Mexico, most people are aware that in a lot of countries apart from Japan & South Korea, authorization for Stem Cell treatments are slim. 
But be aware of clinics that claim they are “government or COFEPRIS” approved because they’re not.

Maybe even ask the clinic, if they are open about the fact it’s not approved but they believe in the treatment, they’re already being more honest than others so they may be a good bet.

Risks of Getting Stem Cell Treatments in Mexico

No government or regulatory oversight on commercial Stem Cell Treatments for any treatment outside of using HSCT Cells for blood and immune disorders

Even if clinics claim to have a Cofepris license to handle stem cells, it’s proven many are fabricating certifications. It’s difficult to actually verify this.

Bacterial infections and viruses. There have been cases of people coming back from Mexico with bacterial infections from poorly handled cells (reported by the CDC in the US.) Infections and similar side effects are a real possibility.

Difficult to check medical team certifications from outside the country. If the wrong professional is performing complex treatments on you, this can lead to severe complications.

Deceptive marketing with no clinical evidence: There is a massive, aggressive marketing drive promoting “miracle cures” for chronic pain, anti-aging, and autoimmune diseases that have little to no clinical evidence of actual safety or efficacy.This is especially rife in facebook and reddit groups!

No follow up support once you get back to your country.

Is it Safe to go to Tijuana, Cancun or anywhere in Mexico for Stem Cell Therapy?

It’s as safe or risky as going to countries like India, Serbia & Thailand. There’s no regulation or checks in Mexico, it’s difficult to know if you’re actually getting Stem Cells or something else. This is where it gets dangerous, if you don’t know what’s being put into your body, this is how it gets risky.

But if you do manage to find an honest, good clinic, costs in Mexico are some of the cheapest you’ll find in the world. If you’re coming from the US or Canada, it’s one of the closest locations for you too.

And the clinics here do offer cultured, umbilical cord derived MSC treatments, which is what a lot of people are after.
