Is Stem Cell Therapy legal in Indonesia in 2025?

Stem Cell Therapy is legal in Indonesia according to article 4 of the Ministry of Health Regulation No. 32 of 2018 on the Implementation of Stem Cell and Cell Therapy Services.

In short, you can get high dosage, umbilical cord derived & autologous stem cell therapy for a few conditions, but there are some limitations that we’ll break down below.

Who Regulates Stem Cell Therapy in Indonesia

Several government bodies work together to make sure stem cell treatments are safe, ethical, and properly controlled:

Ministry of Health (Kementerian Kesehatan) +

They make the rules for stem cell treatments and decide which hospitals can run approved research programs. They also check that clinics and hospitals follow the law.

BPOM (Indonesia’s FDA) +

This agency makes sure any stem cell products or labs meet strict safety and quality standards. Think of them as the watchdog for the actual “cell products” before they reach patients.

Stem Cell Committee (Komite Sel Punca dan Sel) +

A national team of experts. They give advice, monitor hospitals and clinics and make sure stem cell services are ethical and safe.

Hospital Ethics Committees +

Every hospital offering stem cell research must have an ethics team that checks patient safety, consent and fairness in treatment.

What Stem Cell treatments are allowed in Indonesia?

Orthopaedic, Skin & Wound and Hair & Scalp Stem Cell treatments are allowed in Indonesia.

This is where it gets a bit tricky. The Ministry of Health and the Komite Sel Punca have rolled out approved clinical guidelines and research protocols for the above treatments.

But technically, there’s nowhere that states that approved clinics can’t offer other treatments.

What types of Mesenchymal Stem Cells can I get in Indonesia?

In Indonesia, you can get both autologous and allogeneic stem cells. Clinic can offer:

Umbilical Cord Derived Cells +

Taken from the umbilical cord after birth, usually from Wharton’s jelly and processed for medical use.

Bone Marrow Derived Cells +

Collected from the hip bone using a needle to draw out liquid marrow, often under local anesthesia.

Adipose Derived Cells +

Harvested from fat tissue, typically via liposuction from areas like the abdomen or thighs.

Embryonic cells are not allowed according to article 6

Which Clinics can legally offer Stem Cell Treatments in Indonesia?

To offer Stem Cell treatments, Clinics have to:

  1. Be a Licensed Health Facility: Only Klinik Utama (principal clinics) or hospitals can offer stem cell therapy.
  2. Follow Ministry of Health Regulations: Treatments must follow strict rules on how stem cells are sourced, processed, stored, and given to patients.
  3. Work Under Hospital Supervision: They also have to work in co-operation with designated stem cell research hospitals (Article 22)
  4. Certified Labs: Cells must come from a BPOM-certified GMP (CPOB) laboratory and if stored, from a licensed cell/tissue bank.

So any clinics offering stem cell treatment, should be able to show certificates from the Ministry of Health and labs should also hold ISO and GMP certifications to prove safety and quality.
