Yes, Turkey does have Stem Cell Therapy options, but it’s not straight forward
Turkey’s a hot spot for medical treatments, but is it a good option for Stem Cell Therapy? There’s a lot of misleading articles online about the legal status of Stem Cell Therapy in Turkey.
We look at the regulations, options for treatments & other options for people looking into Stem Cell Treatment.
Is Stem Cell Therapy legal in Turkey in 2025?
No, Stem Cell Therapy isn’t legal in Turkey, unless it’s a hematopoietic stem cell transplantation for blood and bone marrow diseases according to the 2018 Ministry of Health Stem Cell Circular and the “Guide on Clinical Research and Clinical Trials Involving Tissues and Cells”
It specifically states:
In this context, because clinical trials and clinical research are experimental in nature, they cannot be presented to patients as treatments or treatment options in any way. They cannot be mentioned as treatments or treatment options in information and application forms

Are there clinics in Turkey still offering Stem Cell Treatment?
Yes, even though Stem Cell treatments aren’t legal, there’s little to no government enforcement, so you can get a variety of different treatments here.
Most clinics do offer high dosage umbilical cord derived treatments and the majority of clinics are based in Istanbul.
And of course, in Europe, Turkey is well known for being a medical tourism hotspot.
If you are considering getting treatment here, remember to do your checks on things like if a clinic is working with a GMP accredited lab, do they give you a quality certificate amongst other things. Be super careful, there are good clinics out here but there’s no regulatory checks, so it’s a bit of the wild west!
Are Stem Cell Clinics in Turkey Regulated?
No, Stem Cell clinics in Turkey aren’t regulated (even though you might read otherwise).
According to Turkey’s guide on Clinical Research & Trials involving Tissues & Cells:
because clinical trials and clinical research are experimental in nature, they cannot be presented to patients as treatments or treatment options in any way
However, to offer Hematopoietic Stem Cell transplants, they do have to be regulated. According to the Regulation on Hematopoietic Stem Cell Transplant Centers published by the Ministry of Heath:
- Clinics/hospitals must obtain a license from the Ministry of Health to operate as a Hematopoietic Stem Cell Transplant Center. Licensing requirements include:
- Being within a fully equipped hospital.
- Having qualified transplant physicians (hematologists/oncologists with transplant training).
- Facilities for cell processing and storage (apheresis, cryopreservation, tissue typing labs, blood bank).
- Intensive care capability for managing complications.
Best Stem Cell Therapy clinics in 2025
We don’t let any clinic just sign up or pay to be listed.

We speak to every clinic directly and review their medical team, the treatments they offer, how their stem cells are sourced and how they follow up with patients after treatment.

We also review licensing documents to confirm they meet the legal and medical standards of the country they operate in. For example, whether cells are processed in a GMP-certified facility or if they provide documentation on stem cell quality.

Clinics must also agree to let us collect and publish independent patient reviews. Both positive and negative.
